You may be infected with a virus blocking you from using SFC
Try downloading and scanning with malwarebytes

Hi Ben yes I'm using xp pro sp2.Yes I checked registry path and found it,and the value is already set to 0,so I ran SFC /SCANNOW from command prompt, (it won't run from the run box in start menu it asks for the program I want to open it with and I cant find an appropriate one for opening SFC file types) and it still gives me Windows file protection could not initiate a scan of protecred system files.
The specific error code is 0x000006ba [The RPC server is unavailable. many thanks in anticipation of a solution
